Dr. Linfeng Chen is a proud father of three—one Howard County Public School System (HCPSS) graduate and two current students at Reservoir High School and Hammond Middle School. A Structural Engineer with a Ph.D. in Applied Mechanics, Dr. Chen and his family have called Howard County home for over 15 years, drawn by its diversity and excellent public schools.
Passionate about education and community service, Dr. Chen has built a strong record of leadership and engagement across Howard County. Elected as an at-large member of the HCPSS Board of Education in 2022, he currently serves as Vice Chair. He has contributed to the Board’s Policy and Legislative Committees and acts as the BOE representative to the PTA Council of Howard County (PTACHC) over two years. His prior service includes roles on the HCPSS Operating Budget Review Committee, Science Advisory Committee, Social Studies Advisory Committee, and School Calendar Committee.
As an engineer and mentor, Dr. Chen shares his expertise with students, regularly presenting at Career Days at Hammond Elementary and Reservoir High School. He has also volunteered for over a dozen simulated congressional (SCH) hearings and is deeply involved in scouting—as a Den Leader, committee member, and event coordinator for both Boy Scouts and Girl Scouts. His community involvement extends to serving as a Science Station Manager at the Linstead Day Camp and Treasurer for a youth soccer team in the Soccer Association of Columbia (SAC).
Beyond HCPSS, Dr. Chen is a committed advocate for youth empowerment and environmental sustainability. He played a key role in implementing a Horizon Foundation grant through the Howard County Chinese School and helped launch its Youth Ambassador Program. As project leader of a Chesapeake Bay Trust (CBT) Grant, he promotes smart water use and sustainable gardening. He has also served on the Board of Directors of the Howard County Chinese School and as a founding member and Vice President of the Chinese American Parent Association of Howard County (CAPA-HC).
Dr. Linfeng Chen is a proven, experienced leader who advocates for high-quality education, public safety, and support for all residents of diverse needs. A dedicated public servant, engaged parent, and proud member of the Howard County community, Dr. Chen works tirelessly to serve the families of District 4 and beyond.
